2024 Annual Member Meeting and Election Notice

Raiz FCU will hold its Annual Member Meeting on Saturday, May 18, 2024. The Annual Member Meeting will be held in person and through a virtual method, where members will have the capability to interact through Q&A functionality. Further notification will be made later regarding the registration instructions for the virtual method.
This year, three positions are open for election on the Board of Directors. After careful review, the Nominating Committee, appointed by the Chairman of the Board of Directors, has nominated one member for each Board position to be filled. The term for the following positions is three years:
Heber Moya (incumbent), Richard Perez (incumbent), and Rene Vargas (incumbent)

A brief statement of qualifications and biographical data for each of the nominees is included with this notice.
Further nominations may be made by official petition signed by 500 eligible members. Official petitions and the rules and instructions for the completion of the official petition may be obtained by contacting Mr. Max Villaronga, President/CEO, at the Credit Union office which is located at 12020 Rojas Drive, El Paso, Texas 79936, between the hours of 9 a.m. and 4 p.m. Monday through Friday. Official petitions must be completed in full compliance with the election rules as set forth in the rules and instructions for the completion of the official petition and must include each signer’s signature and printed name, the last 4 digits of the signer’s member number, and the signer’s complete address and telephone number. Members who are 18 years of age or older and who meet certain requirements under the Federal Credit Union Act are eligible for election. Official petitions must be accompanied by a signed certificate from the nominee that he or she is agreeable to the nomination and will accept office if elected and should also include a brief statement of qualifications and biographical data. Elected officials are legally responsible for the fiscal integrity of the Credit Union and for compliance with State and Federal laws.


Official petitions must be filed with the Secretary of the Board of Directors at the Credit Union office which is located at 12020 Rojas Drive, El Paso, Texas 79936, by 5:00 p.m. on April 08, 2024, which is the closing date for receiving nominations by petition. If no official petitions are received by 5:00 p.m. on April 08, 2024, there will be no election by ballot and no nominations from the floor. When only one member is nominated for each position to be filled, each nominee shall be deemed elected by general consent or acclamation. If there is more than one nominee for any position to be filled, the election will be conducted by an in-person election at the Annual Meeting. In such event, the election shall be determined by plurality vote.

Heber Moya – For Board of Directors – Three-Year Term

Heber Moya have served in the Credit Union’s Board of Directors since 2022. He graduated from El Paso High School in 1987 and attended the University of Texas at El Paso and the University of Phoenix. He has been in the manufacturing industry for over 35 years. Currently, he is the Director of Operations SW for Technimark, responsible for operations in the El Paso and Juarez area. He has been in this role for over 13 years. Mr. Moya has been a member of the Raiz Supervisory Committee in the past and was formerly on the Golden Key Federal Credit Union Board of Directors for five years. He has also been on the boards of some venture groups. He is a proud father and grandfather who has always been very involved in supporting local schools. In addition, he is involved with charity organizations, including the Treasures in Heaven in El Paso, the Association of Latino Professionals for America, and the Underserved Communities Foundation in El Paso.

Richard Perez –
For Board of Directors – Three-Year Term

Richard Perez has served on the Credit Union’s Board of Directors since 2006. He has been a member of the credit union for over 40 years, and prior to his Board appointment, he served on the Credit Union’s Nominating Committee for three years. He retired from the El Paso Independent School District after a 30-year career as a teacher and administrator. He is currently an Assessment Administrator for the National Assessment of Educational Progress for the US Education Department.
Rene Vargas –
For Board of Directors – Three-Year Term

Rene Vargas has served on the Credit Union’s Board of Directors since 2014. He is a native El Pasoan who graduated from Riverside High School. After graduation, he enlisted in the U.S. Marine Corps and served with the Marine Corps Air Wing Division. He was honorably discharged after serving six years of active and inactive duty. Upon returning home, he acquired an associate’s degree in electronics and began his career as an electronic technician. He also attended UTEP and received a bachelor’s degree in business administration with a concentration in accounting. He has over 20 years of experience in
accounting and business and is employed with Socorro I.S.D. as the Director of Business Services. Mr. Vargas has been a member of Raiz FCU since 2000 and has served on the Credit Union’s Supervisory Committee since January 2007.
